ChairmanŐs Report



Welcome & Introductions

The Chairman welcomed all those attending this the 2nd Annual General Meeting of the Scarecrow Committee and introductions were made with committee members outlining their role on the committee (see below).


ChairmanŐs report

The Chairman outlined the fantastic success of this yearŐs Scarecrow Event not only in terms of the money raised (the details of that to be covered in the Financial report) but in terms of the atmosphere in the village.  A record number of scarecrows were entered in the competition and all church and community groups took part in the event with the school opening on Saturday as a venue for the childrenŐs games.  The weekend brought many people into the village and a good time was had by all.  The Chairman thanked all those who had worked so hard to make the event so successful, whether they be volunteers, community/church group leaders or committee members.  He especially thanked those members stepping down this year for their sterling efforts, Mike Turner, Andrea Warrington, Dave Midgley and Jonny Jowett (although the latter two are remaining on the committee they will no longer be joint Treasurers).



Financial Report


Founder member Sally Garrett presented the financial report which had been signed off by the joint Treasurers.  The main items to note are:-


á      The 2nd Northowram Scarecrow Festival raised Ł2,838.16


á      The opening balance (as at 26/9/12) was Ł1,775.75 (see AGM notes 2012)


á      Expenditure throughout the year totalled Ł966.33


á      Closing balance (as at 17/9/13) is Ł3,804.49


The detailed financial report will be posted on the website and copies are available to be viewed at the Yew Tree Inn and the Library upon request.



Committee Membership


Nomination forms were circulated (forms available to download at as due to outgoing members and vacant seats the committee is open to new members.  Nominations will be collected and new members voted on at the next ordinary meeting on 15th October 2013.  Roles and responsibilities will be allocated at that meeting.

Aims & Objectives

The Aims & Objectives were reiterated for the benefit of those attending and for new members.  They are as follows:-


Aims & Objectives

The aim of Northowram Scarecrow Festival is:-

á      to enhance a sense of community in the village;

á      to provide safe entertainment for all those attending; and

á      to raise money which will benefit the community.


The objective is to raise the profile of Northowram village and to provide a community project that is inclusive of all the residents and businesses and community groups in the village and ultimately benefits the whole community.


Committee Membership

The committee will have a minimum of 12 members.  Membership has be drawn from local businesses and community groups and residents. The Committee will have four officers, Chairman, Vice Chairman, Treasurer and Secretary.  The Treasurers role will be jointly held by two people to ensure checks and balances are in place. Other roles will be allocated to members as required and all members representing other groups will have an obligation to feedback to those groups on progress and decisions made.


All meetings will be minuted and the minutes kept by the secretary.  Voting at meetings shall be by simple majority.  In the event of a tie, the Chair shall have a second and casting vote.  The quorum shall be 50% of the minimum membership (i.e. 6 votes). In the event of too few members being present, discussions can be held and recommendations made to the next committee meeting but no decisions can be made.


Annual General Meeting

An annual general meeting will be held each year on the 3rd Tuesday in September.  AGM business to include:-

á      reports from the Chairman and Finance.

á      Nominations for membership/withdrawals will be accepted to be voted on at the next committee meeting.

á      Suggestions will be collected from those attending, to be considered by the committee at future meetings. 


The Annual General meeting will be the final meeting of the business year and all new members and officers roles will be voted on at the first committee meeting following the AGM.





Peter Caffrey updated the meeting on progress with the planned memorial for the village.  The stone is now ready to be delivered to the Stonemason for the inscription.  Work needs to begin soon on preparing the site.  The wording for the inscription must be finalised immediately. 

Thanks were extended to:-

á      Marshalls for donating and preparing the memorial stone;

á      Stonemason, Kris Elvidge for agreeing to do the inscription on the stone;

á      Landscape Gardner, Aiden Clees for agreeing to undertake the ground work;

á      David Robinson for agreeing to dig out the site in readiness for the stone.

A wreath of poppies is to be ordered to be laid at the memorial stone on 11th November 2013. 



Open to floor for questions


Funding for other projects will be available soon as the memorial is now almost complete.  Suggestion forms circulated for people to make suggestions as to future spending.  These are also available to download from the internet at – completed forms to be handed into the Yew Tree. 


The committee agreed to develop a bidding form so that on-going projects within other village groups could bid for support with their fundraising.


It was suggested that efforts be made to co-ordinate an event around Christmas.  Following on from the success of the Scarecrow event, to bring the village together prior to Christmas with a craft fair or similar.  This could have the benefit of raising further funds which could then be used to enhance the `ChristmasŐ look of the village by providing decorations, lights and/Christmas trees in future years.
