ChairmanŐs Report


Welcome & Introductions

The Chairman welcomed all those attending this, the 3rd Annual General Meeting of the Scarecrow Committee in particular those being put forward for membership.  Introductions were made with committee members outlining their role on the committee (see list below).


ChairmanŐs report

The Chairman outlined the fantastic success of this yearŐs Scarecrow Event not only in terms of the money raised (the details of that to be covered in the Financial report) but in terms of the atmosphere in the village.  Church and community groups took part in the event with the school opening on Saturday, Sunday and Monday as a venue for the childrenŐs games.  The weekend brought many people into the village and a good time was had by all.  The Chairman thanked all those who had worked so hard to make the event so successful, whether as volunteers, community/church group leaders or committee members. 



Financial Report


The Chair presented the financial report which had been signed off by the joint Treasurers.  The main items to note are:-


á      The 3rd Northowram Scarecrow Festival raised Ł2,171.30;

á      The opening balance (as at 18/9/13) was Ł3804.49 (see AGM notes 2013);

á      Funding provided to community projects Ł967.00;

á      Expenditure throughout the year totalled Ł1398.70 (including Memorial costs);

á      Closing balance (as at 16/9/14) is Ł3,570.00.


The detailed financial report will be posted on copies are available to be viewed at the Library upon request.


A bidding process has been developed to enable funding to be provided to individuals/community groups that meet the criteria which benefit the community and enhance the village environment.  All applications (bidding forms available to download from for funds must be received by 31st July in any year.  All bids will be reviewed in August and outcomes provided at the AGM in September.



Committee Membership


Nomination forms were circulated (forms available to download at due to outgoing members and vacant seats the committee is open to new members.  Nominations were collected and new members will be voted on at the next ordinary meeting on 14th October 2014.  Roles and responsibilities will also be allocated at that meeting (see list below).

Aims & Objectives

The Aims & Objectives were reiterated for the benefit of those attending and for new members (see Aims & Objectives doc).  The aims of Northowram Scarecrow Festival are as follows:-


á      to enhance a sense of community in the village;

á      to provide safe entertainment for all those attending; and

á      to raise money which will benefit the community.


Committee Membership

The committee will have a minimum of 12 members.  Membership has be drawn from local businesses and community groups and residents. The Committee will have four officers, Chair, Vice Chair, Treasurer and Secretary.  The Treasurers role will be jointly held by two people to ensure checks and balances are in place. Other roles will be allocated to members as required and all members representing other groups will have an obligation to feedback to those groups on progress and decisions made. 


Roles & Responsibilities

A section on the roles and responsibilities of committee members has been added.  This document aims to provide guidance to members on the expectations of the role they are assigned.





The Chair updated the meeting on progress with the memorial for the village.  The stone is now in place and ground work has been undertaken this week by Calderdale Council.  There are still a few finishing touches to be done to complete the project.  Some form of symbol on the road facing side of the stone is required and negotiations have been entered into with Calderdale College for this to be taken on as a project for their students.


However all agreed that it is a successful project and that the dedication by John Hoggard of the British Legion during this yearŐs Scarecrow Festival was a very moving occasion.   A memorial ceremony is to be held at the memorial stone at 11am on 11th November 2014. 



Suggestions for future spending & activities


á      A boundary run has been suggested (to replace the 3 legged race) to be run in conjunction with the Scarecrow Festival 2015.  This suggestion was well received and will be developed over the coming months.


á      It was suggested that investment be made in childrenŐs games so that we build up a stock of games for future events.


á      It was suggested people take in their scarecrows at night during the festival as there was some damage to scarecrows reported this year.



Open to floor for questions


á      It was requested that the route for the closing parade be reviewed to take in a full circle of the village in future years. 


The above suggestions will be taken forward in forthcoming months.
