Welcome & Introductions


The Chair welcomed all those attending this, the 5th Annual General Meeting of the Scarecrow Committee.  Introductions were made, with Committee Members outlining their role on the Committee.

ChairŐs Report

The 2016 event had been well attended with a great selection of scarecrows on show.


The Northowram Bake Off had been well represented and the sale of the cakes contributed to the fundraising total for the weekend.  A big thank had been given to the judges for their help.


A big thank you was also given to all volunteers who had helped over the weekend.


2017Ős event is already being co-ordinated, and thoughts and ideas from the community are welcomed such as:-

o   What could be done differently

o   New ideas

o   What wasnŐt so good


Suggestion forms are available from the website.


Any suggestions for ideas on local projects which would like supporting are also welcomed.



Financial Report


A detailed review of the Annual Accounts had been conducted by the Joint Treasurers and audited, independently, by our Accountant.  The Report will be posted on

The Committee had approved the following bids for funding:

á      New, lighter, tables for Heywood Church (the old ones will be stored and used by others in the community as required)

á      Northowram in Bloom – for equipment and plants

á      Northowram Christmas Lights for further lights for the village

á      Accessible defibrillator for the village to be sited outside Northowram Library

Review of Aims & Objectives and Roles

The main changes made had been the inclusion of EGM protocol and a term of office for Committee Members being amended to 3 years.  The final documents to be posted on

Outgoing Members

JJ notified the Committee of his resignation as of immediate effect but would liaise with whoever took over his position as to what this role entailed.


AMP informed the Committee of her intention to leave her position as Committee Secretary next year.

Nominations For New Members

Two nominations were received to join the Committee.  These would be voted on at the October meeting.


The Committee requires nominations for:

á      Communications lead

á      Fundraising and business link


An updated list of Committee Members and their role would be circulated after the October meeting.


Suggestions for future spending & activities


A request had been received for the Committee to fund the replacement (but to keep the memorial plaque) of the bench opposite the library.  JJ had made enquires and it was thought it was the Council who maintained this.  PC to check this and confirm.  IM said that Northowram School Woodwork Group may be able to help out with this project if required.

SW put forward the suggestion of holding a Straw Race through the village at the next event.  She would put a plan together and bring to the October meeting.

Discussion took place as to what could be taken forward to further improve the Northowram Christmas Lights event.  To be discussed as an Agenda item at the October meeting.

LJ raised a suggestion of organising a ŇPayÓ carpark for the event next year, somewhere in the village.

LJ asked if it would be possible next year to award winning scarecrow entries with rosettes through the weekend so that the public were aware of the winners when walking the trail.




Open to floor for questions

Defibrillator – This was being ordered.  The Council had been informed

of the need for a power supply and is to be sited by the library.  Funds

would be released when a figure had been confirmed by IM.


J Hoggard (JH) briefly attended the meeting to check that the Remembrance Service would take place again in the village.  This was agreed.  JH would ensure wreaths were arranged.

SC gave a brief update on the new Scarecrow website which was being developed.  He provided a temporary address to Members and asked them to have a look at it and come back with feedback/comments.
